Declaration from “We the People” of Iowa

In 1787 our founders gave us a “Republic”, the United States of America. This republic was to have a small federal government, limited in both scope and reach. Most powers were left with the individual states while the federal government’s powers were limited to foreign affairs and protecting the rights, freedom, lives and property of its citizens.

The Republicans of Iowa still believe that The United States of America is a special place, blessed by our Creator. We believe in the same hopes, dreams, principles and values of the founding fathers. We will continue to uphold the principles of individual rights and responsibilities. Adhere to traditional moral standards, a strong national defense, a free enterprise system and respect for the sanctity of human life. It is in the same spirit as the founding fathers that the patriotic citizens of Iowa join together to help ensure that these principles, values, hopes and dreams are preserved for our children and our children’s children.

We declare that the government, namely the federal government, has grown too large, too intrusive and too oppressive to the point that government now stifles the productivity, the freedom, the ingenuity and the very spirit of the American people. We declare that all three branches of government have been governing outside their well-defined bounds as stated in Articles I, II, and III of the Constitution of the United States. We therefore demand that the executive, legislative and judicial branches of government return to govern within their constraints clearly defined by the Constitution given to us by the founders in 1787 and further refined by the Bill of Rights in 1789.

Consequently, we the people of the state of Iowa, in order to “Restore the Republic” and return the government to its’ legal function within the bounds of the United States Constitution, the Bill of Rights and the original intent of the Declaration of Independence do ordain and establish the following guiding values and principles for the Republican Party:

A free people cannot survive under a republican constitution unless they remain virtuous and morally strong. The most promising method of securing a virtuous and morally stable nation is to elect virtuous leaders, therefore the following values must be present in all candidates seeking public office.

STATEMENT OF PRINCIPLES:

1. In the eyes of God, all men are created equal.

2. America is good.

3. The family is sacred. The husband and wife are the ultimate authority, not the government.

4. The core unit which determines the strength of any society is the family; therefore, the government should foster and protect its integrity.

5. The government works for the people. “We the people” do not answer to them, they answer to us.

6. The only sound basis for sound government and just human relations is “Natural Law”.

7. The United States is a “Sovereign” Nation and we should abide by the “Rule of Law” of this nation only.

8. The purpose of the law is to restrain evil. To prevent injustice from reigning.Justice exists only when injustice is absent.

9. The individual works hard for what is his/hers. Therefore, the individual will determine with whom he/she will share it, not the government. No more legal plunder. Legal plunder is defined as using the law to take from one person what belongs to them, and giving it to others to whom it does not belong. It is plunder if the law benefits one citizen at the expense of another by doing what that citizen himself cannot do without committing a crime.

10. The function of law is to protect the free exercise of a person’s God given rights. Life, Liberty, and the right to property (pursuit of happiness).

11. Law is to be restricted to protecting all persons, all liberties and all properties. (Including the yet to be born.)

12. If one breaks the law then that one pays the penalty. Justice is blind and no one is above the Law. NO ONE!

13. Rights belong to the people, power is granted, by consent, to the government by the people.

14. The Constitution of the United States provides a system of checks and balances in our government by establishing the separation of powers into three branches. Whereas, the Legislative branch makes Law, the Executive implements the Law and the Judicial interprets Law (according to the Constitution, not case law). Any other form of law, such as Administrative (Executive order) and Judicial Legislation is unconstitutional and thereby illegal.

15. The people are the arbitrators when there are differences between the Executive, Legislative and Judicial branches of our government.

16. The proper role of government is to protect equal rights, not to ensure equality.

17. The God-given right to govern is vested in the sovereign authority of the whole people.

18. Strong local self-government is the keystone to preserving human freedom.

19. Our founding fathers were very clear in their writings that the United States of America was to be a Republic and not a Democracy (a government of the law and not of the masses). We as Republicans believe that we should “Restore the Republic”. Therefore, Progressivism, Collectivism, Socialism, Fascism, Communism and or any other form of ideology contrary to our founding fathers’ concept of a republic should be resisted, rejected and considered as an enemy.

20. Upon assuming office, all state and federal candidates are required by Article VI of the Constitution of the United States to take an oath of office in which they swear (or affirm) to support the Constitution of the United States: " I, _____, do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God.” Therefore, all candidates running for offices have a legal obligation to support the Constitution of the United States of America. Violation of this oath should result in removal from said office.


We believe human life is a sacred gift from our Creator and is a fundamental right as outlined in the Declaration of Independence. This right is innately valuable in every stage and development, including the unborn and the elderly, the terminally or chronically ill, and the mentally or physically handicapped. No human life should ever be diminished, and innocent human life must never be taken arbitrarily.

1.01

We believe human life should be protected from conception to non-intervened natural death, excluding acts of capital punishment.

1.02

We oppose infanticide, euthanasia or assisted suicide.

1.03

We firmly believe that the unborn child, the infirm, and the elderly have a fundamental God-given individual right to life which cannot be infringed. We therefore reaffirm our support for a human-life amendment to extend the Fourteenth Amendment’s protections to unborn children. We oppose the use of public revenues for abortion, and call for elimination of government funding for organizations, such as Planned Parenthood, which advocate or support abortion. We reaffirm our support for appointments of judges who respect traditional family values and the sanctity of innocent human life.

1.04

We affirm that science has now proven that life begins at conception. On day one (1) a baby’s genetic code and DNA are formed. That is the beginning of life.

1.05

We affirm that the unborn child is a living human being, with rights separate from those of its mother regardless of gestational age or dependency. We believe abortion should be illegal.

1.06

We disagree with Roe v Wade and Doe v Bolton as settled law, therefore we call for the return of the rights to the states to determine their abortion laws.

1.07

We support a “Woman’s Right to Know Law” requiring informed consent including a three day waiting period with a mandatory ultrasound before any elective abortion services may be provided. “Informed Consent” means that abortion providers must offer, prior to the abortion, complete factual information to the pregnant woman about the complications of abortion, the biological development of the unborn, fetal pain and the availability of alternatives to abortion.

1.08

We support legislation requiring consent by a parent or legal guardian before a minor child receives any medically related procedure. The Parental Consent Law should require proof of identity of the parent in order to protect children from continued abuse by sexual predators who pretend to be the parent taking their child for an abortion.

1.09

We call for banning partial birth abortions both at the federal and state levels.

1.10

We call for facilities performing medical or chemical abortions to be subject to the same health and safety standards as hospitals.

1.11

We believe in “conscience clause” legislation so that no physician, pharmacist, or other health care provider can be penalized for refusing to prescribe, dispense, or participate in the procurement of abortion or anything contrary to the conscience of the healthcare provider.

We support and encourage “Positive Alternatives,” for pregnancy counseling to agencies that do not refer for or perform abortions. All funding must come from the private sector.

1.14

We call for confidential statistical reporting of abortion procedures to be reported to the State Health Department by all doctors and health facilities performing abortions.

1.15

We oppose all human cloning--reproductive or therapeutic. We strongly urge that the 2002 Human Cloning Ban, which was repealed by the Democratic Party in the 2007 Iowa Legislature, be reinstated.

1.16

We oppose the selling, brokering, or marketing of fetal tissue. This should be illegal.

1.17

We support the use of life saving stem cell research that does not require the killing of human life. We believe all stem cell research should be funded by the private sector.

1.18

We oppose the removal, by order of a Court or government agency, of fluids of nourishment from those who are either acutely or terminally ill.

AGRICULTURE

We believe that preservation of the family farm, primary producers of produce, crops and livestock, is vital to the economic condition of our communities, state and nation. Family farms should be allowed to operate as free, independent, responsible producers and not be encumbered by onerous regulations.

2.01

We believe in the value of Iowa family farms as they are models of economic efficiency and performance, to be emulated by the world. We encourage efforts to protect and promote their continued visibility, viability, and vitality.

2.02

We believe animal husbandry decisions and production practices should be decided by individual farmers, not the state or federal government.

2.03

We believe laws and rules affecting agriculture must be based on sound proven science.

2.04

We call for good stewardship of our farm land.

2.05

We call for good conservation practices of land in Iowa.

2.06

We support laws that prohibit foreign ownership of Iowa farm land.

2.07

We support statewide site standards for livestock facilities and oppose excessive local control laws which would create 99 different sets of rules for Iowa’s farmers.

2.08

We support the definition of manure as a natural fertilizer.

2.09

We support common law control of wildlife that is destructive to property and dangerous to human life. For the safety of people and livestock, we are opposed to protecting mountain lions, cougars, wolves, elk, moose, and black bear or similar dangerous animals.

2.10

We support standard farming practices, increased preservation of farmland, and efforts to preserve Iowa’s agriculture industry.

2.11

We call for the Legislature to formulate and develop long range agricultural policies to foster new and expanded domestic and international markets through the use of the private market system.

2.12

We support free and fair trade and endorse efforts to remove unfair barriers to American Agriculture exports, including elimination of cargo preference laws for the export of agricultural commodities.

2.13

We support bio-technical agriculture and any effort to open world-wide markets to bio-technical products.

2.14

We oppose efforts to control consumer food choices through selective taxation of any agricultural commodity, to include meat, dairy, or any other agricultural product.

2.15

We oppose packer/processor ownership and feeding of livestock.

2.16

We believe anyone moving into or already living in areas zoned as agricultural should be prohibited from filing “nuisance” lawsuits against expansion or development, if defendants are in compliance with all governing laws.

2.17

We believe that all defendant parties (including, but not limited to, county governments and DNR) should be compensated by the losing complainant for all costs incurred in contesting invalid complaints relating to farming and animal feeding operations.

2.18

We support maintaining the Iowa Secretary of Agriculture as an elected office and not as an appointed one.

2.19

We call for the regulation of farm-management practices and nutrient management plan requirements, including water and air quality standards, to be moved from the Department of Natural Resources to the Department of Agriculture and Land Stewardship.

2.20

We call for the abolition of the Federal Department of Agriculture, returning control to the state and local governments.

2.21

We call for fewer EPA controls on agriculture.

2.22

We oppose agricultural subsidies and manipulation of commodity prices by government. We believe that the farms subsidy program should be reviewed and gradually phased out.

2.23

We support the mandatory Country of Origin Labeling law.

2.24

We oppose a mandatory National Animal Identification System (NAIS).

BUSINESS & ECONOMIC DEVELOPMENT

We believe that a welcoming business climate is critical to our state’s economic prosperity and the development of our natural and human resources. The key to that prosperity is an adequate return on an individual’s labor, talent, capital and risks. We believe that excessive regulation, business fees and taxes diminish that return.

3.01

We support the creation of an economic environment which makes Iowa known nationally as a state that encourages business, industry, entrepreneurship and jobs, by limiting taxes, government fees, and burdensome regulations, and making eligibility for unemployment benefits more stringent.

3.02

We support and affirm the fact our economy is based upon free enterprise, individual initiative, capitalistic principles, and that business and individuals create jobs; it is not the responsibility of the government.

3.03

We oppose government distortion of the free market through subsidies and bailouts.

3.04

We oppose any form of government competition with private enterprise.

3.05

We support the concept of free trade and the elimination of protective tariffs, but we realize that world trade must be a two-way street. To this end, we call for trade negotiations that open markets.

3.06

We believe fair trade agreements must be observed regarding import pricing and quotas.

3.07

We believe all individuals and business owners have the freedom to choose the quality of air in their home and establishments.

3.08

We believe that landlords should have the same rights as other business owners. Nonpayment of rents should be considered a “theft of service.”

3.09

We insist that Iowa employers must follow state employment laws and/or guidelines. Employers that do not follow employment laws should be fined.

3.10

We oppose government verification guidelines that prevent employers from verifying prospective employees before hiring.

3.11

We call for the Iowa State Legislature to follow the lead of the State of Oklahoma, which prosecutes employers who knowingly hire illegal aliens.

3.12

We believe that the State of Iowa should repeal the “Iowa Values Fund” and let the market decide where capital and labor are best employed in our economy.

3.13

We call for the Iowa General Assembly to repeal the recently passed “Electric & Plumbing” Bill which takes away an individual’s right to make household repairs.

3.14

We support moving Iowa’s public retirement system from a defined benefit program to a defined contribution system.

3.15

We oppose any proposed requirements that most of Iowa become prevailing wage areas.

3.16

We call for the repeal of all mandatory minimum wage laws.

3.17

We support measures to close the pay gap between government workers and those in private employment. We believe in increasing jobs for thousands in the private sector -- not more government workers -- while supporting compensating government employees in line with comparable work in the private sector.

3.18

We strongly support Iowa’s Right to Work law, and call for passage of a national Right to Work law.

3.19

We oppose any attempt to substitute the card check system in order to eliminate secret ballots.

3.20

We support the 1988 Supreme Court Beck decision prohibiting workers from paying any part of their union dues or agency fees for political purposes or non-bargaining activities.

3.21

We support paycheck protection that would bar corporations from collecting or using employees’ money for political purposes without their express written consent, and that would prohibit unions from requiring members to contribute to a Political Action Committee.

3.22

We support campaign reform legislation that requires labor unions to obtain annual, written authorization before using any portion of a member’s dues for political purposes.

3.23

We call for the defeat of legislation that would force installing union officials as the exclusive bargaining agent of all police, firemen and paramedics throughout the United States.

3.24

We call for the elimination of the Federal agency, Occupational Safety and Health Administration (OSHA).

3.25

We oppose government control, taxation, or censorship of the Internet by the federal government or the United Nations.

3.26

We support the repeal of the Davis-Bacon Act, which increases costs and reduces competition for federally financed construction.

EDUCATION

We believe parents, not the government, are responsible for and fully in charge of the education of their children. We believe that in order for our educational system to be successful, it must be accountable to the parents of the community. Therefore, parents should be afforded as many options as possible including private, home or alternative based education. Parents should also be allowed to educate their children from a strong moral perspective. We do not believe that more money insures better education. We believe that some sort of reimbursement is due families who choose nongovernmental education since they pay taxes as well as tuition.

4.01

We believe the goal of education is the development of knowledgeable and responsible individuals, so they understand where their freedoms come from; therefore, we are committed to excellence in undergraduate education, and call for a priority emphasis on reading, writing, spelling, non-revisionist United States history, math and objective science.

4.02

We call for more local control and less state and federal control of public schools. Parents must have oversight of the educational process including school curricula, discipline, and grading systems. Public schools should be accountable for providing a quality education.

4.03

We support the State of Iowa continuing to allow freedom to home school, and continuing to support Home School Assistance Programs that already exist.

4.04

We oppose a federal or state-run preschool system and compulsory preschool, and any proposal to lower the age at which children are required to attend school.

4.05

We oppose mandatory year-round school.

4.06

We call on the General Assembly to provide for tuition vouchers or tax credits to permit parents a choice of schools (private, public, parochial, or home school) to educate their children without government intervention in the school curriculum.

4.07

We believe money should follow the child in education, whether children attend public or private institutions. Therefore, we support tax deductions that are provided without religious discrimination to assist parents financially in educating their children using the option best suited to their family’s educational needs.

4.08

We believe that, where there are efficiencies to be realized through school-district consolidation, the decision to consolidate should be solely that of the residents of the districts involved.

4.09

We support legislation eliminating the School Infrastructure Local Option (SILO) which siphons local tax revenue to the state to redistribute and advocate return to the Local Option Sales Tax (LOST) to be administered as determined by the local school boards.

4.10

We support a requirement that school board elections be held on the same date as primary and general elections.

4.11

We believe in equal access to payroll deduction for other collective bargaining units, such as Professional Educators of Iowa.

4.12

We call for the elimination of tenure in all public schools.

4.13

We support the fast track teacher certification to allow competent professionals to teach in our schools.

4.14

We believe in merit pay for teachers. We support efforts that would link teacher salaries to performance not tenure, and provide firm procedures to remove ineffective educators.

4.15

We demand abolishment of the Iowa Core Curriculum/Education guidelines.

4.16

We support the elimination of the Iowa Department of Education and of the U.S. Department of Education.

4.17

We oppose the establishment of a National School Board and national certification for teachers.

4.18

We call for the removal of Kevin Jennings, now head of the United States Office of Safe Schools (Safe School Czar). America’s schools would be safer without him.

4.19

We oppose “No Child Left Behind”.

4.20

We believe Educators at all levels shall have comprehensive communication skills in American English, and that American English should be the official language used in the Iowa educational system.

4.21

We oppose duplication of educational programs for bilingual consideration. Every child should become proficient in English by being immersed in English.

4.22

We support a curriculum and classroom settings designed to enable all students to achieve to the best of their abilities. “Mainstreaming” special-needs students with other students has been detrimental to general student education.

4.23

We support an educational system that teaches skills, techniques, and basic knowledge necessary for critical thinking and to impart the courage to do so.

4.24

We favor teaching systematic intensive phonics in reading, the three R’s, hard work and individual responsibility.

4.25

We support the teaching of the documents and beliefs of our founding fathers, with emphasis on patriotism, citizenship, responsibility, respect for our country and its symbols, and pride in the United States’ unique contributions to liberty and freedom, and U.S. history, including its religious heritage. We call for the teaching of documents such as: “The Mayflower Compact”, “The Declaration of Independence”, “The Constitution”, “The Federalist Papers”, and the Iowa Constitution among other items that share the ideas of the founding fathers.

4.26

We oppose teaching multicultural based curriculum.

4.27

We believe that Intelligent Design theory, or Creationism, should be included with all science instruction along with the Darwinian theory. No theory should then be taught in public schools to the exclusion of the other.

4.28

We recommend that tax funded school libraries include creation science or intelligent design materials on their bookshelves.

4.29

We support displaying the Ten Commandments and the American flag along with the daily recitation of the Pledge of Allegiance in its entirety in Iowa Schools.

4.30

We believe that Judeo-Christian values and Scripture should not be excluded from the public schools.

4.31

We support the free speech right of students to write and speak about God and religion in public schools.

4.32

We believe that voluntary teacher or student led prayer shall not be restricted in public schools. The use of the Bible as a textbook should be allowed.

4.33

We support the establishment of a no-activities night on Wednesdays.

4.34

We support the right of parents and / or guardians to teach drivers education to their children.

4.35

We support higher education.

4.36

We call for the repeal of the nationalization of the student-loan industry.

4.37

We support the enactment of state and federal legislation that require college students or anyone serving or working out of state to vote in the state or precinct where they file tax returns or are claimed as a legal dependent for income tax purposes.

4.38

We believe the state should prohibit school based health clinics and external organizations from providing or recommending abortion or birth-control services or referrals, including the distribution of condoms.

4.39

We believe that sex education should not be taught as a mandatory course in public schools. The teaching of sex education in any form, at any grade level to any student shall be with written parental consent only. When taught it should stress abstinence outside of marriage as the surest way to prevent pregnancy, the spread of sexually transmitted diseases, and associated psychological problems.

4.40

We oppose the teaching of homosexual behavior as a normal or acceptable lifestyle in our public schools.

4.41

We believe that sexual orientation should not be allowed to be a basis for any school clubs, such as the Gay Straight Alliance, at any level of the public school system.

4.42

We oppose the “Bullying Law”.

ENERGY & TRANSPORTATION

We believe the availability of an adequate supply of energy is essential to the economic strength of the United States. We believe access to an adequate transportation infrastructure is necessary for a market economy to succeed and for national security to be served.

5.01

We support responsible environmental policy that recognizes the importance of existing fuels as well as alternative sources for both developed and developing countries that does not put the U.S. nor its jobs, citizens, and businesses at an economic disadvantage, as would the language of the United Nations Kyoto Protocol.

5.02

We support and encourage all energy research to be performed and funded by the private sector.

5.03

We believe in free enterprise; therefore, ethanol, bio-diesel, wind, clean coal, oil shale and other forms of alternative energy research and affiliated costs should be borne by the private sector.

5.04

We believe that claims of human caused global warming are based on fraudulent, inaccurate information and that legislation and policy based on this information is detrimental to the well being of the United States.

5.05

We oppose any domestic laws or international treaties restricting carbon dioxide emissions or committing the United States, its citizens or corporations to the payment of fines or reparations in compensation for damages allegedly resulting from climate change.

5.06

We oppose the use of the Environmental Protection Agency or any other regulatory body to dictate the type of energy that will be produced and used. Energy production should be based on practical economics.

5.07

We believe Congress and the President should remove all legislative and regulatory obstacles to the production of oil and the construction of refineries in the Caribbean, in Texas, in Alabama, in Alaska, in Colorado, and the Williston Basin.

5.08

We support the expansion of renewable and alternative fuels that will make us less dependent on foreign oil. However, we reject federal and state mandates that require their use, such as bio-fuels in all gasoline.

5.09

We support exploration and drilling for oil and natural gas in the Arctic National Wildlife Refuge and the outer continental shelf.

5.10

We support increasing the number of nuclear energy plants in the United States to assist us with energy independence.

5.11

We oppose “Cap & Trade” (American Power Act).

5.12

We call for the abolition of the U.S. Department of Energy.

5.13

We oppose the ownership or management of any facet of our transportation system by any foreign government or foreign entity.

5.14

We oppose the Security and Prosperity Partnership, which was done in secret with Mexico and Canada, that would establish the NAFTA super highway.

5.15

We oppose a public financed rail system in Iowa or any other state.

5.16

We call for an equitable distribution of road-use funds between rural counties and towns and the large metropolitan areas of the State, particularly Polk County and Des Moines. Formulas used for distribution of state and federal highway funding should be modified to assure such an equitable distribution.

5.17

We urge that all motor fuel taxes and motor vehicle registration fees be used to maintain both the rural and urban infrastructure of roads, streets, and bridges. We oppose any transfer of State Road Use Funds for uses other than building and maintaining roads and bridges.

5.18

We believe that the locks on the Mississippi river should be modernized and lengthened to be more efficient, with the use of taxes derived from fuel tax used by river vehicles.

5.19

We strongly oppose any attempt to redefine navigable waters to include intrastate sloughs, prairie potholes, wet meadows, playa lakes or natural ponds, or all impoundments of waters of the United States. We support personal property owners' rights and freedom to use their land as they warrant over and above the protection of any and all flora and fauna.

FAMILY VALUES

We believe that the basis of our laws and our founding documents are rooted in Judeo-Christian values. We believe every human being should have the inalienable right to life regardless of age or degree of dependency including human beings from conception. We believe the family is the cornerstone of society; a traditional two-parent family of one man and one woman is the best environment to raise children.

6.01

We believe that traditional, two-parent (one male and one female), marriage based families are foundational to a stable, enduring and healthy civilization. Therefore, policy must always be pro-family in nature, encouraging marital and family commitment, and supportive of parental rights and responsibilities.

6.02

We call for the repeal of sexual orientation in the Iowa Civil Rights Code and we oppose any other legislation or executive order granting rights, privileges, or status for persons based on sexual orientation.

6.03

We support an amendment to both the U. S. and Iowa constitutions that states that all marriages should be traditional one natural male and one natural female, omitting transgendered.

6.04

We support allowing the electorate to vote on the marriage amendment.

6.05

We support a Concurrent Resolution of the U.S. Congress asserting its Constitutional authority to limit the jurisdiction of the Supreme Court in the following manner: “Pursuant to Section 2 of Article III of the Constitution of the United States, Congress has the sole and exclusive power to make regulations and exceptions to the appellate jurisdiction of the Supreme Court. Accordingly, effective this date, the Congress of the United States denies the Supreme Court appellate jurisdiction over cases relating to marriage.”

6.06

We oppose the State of Iowa, its Courts, and its political subdivisions creating or recognizing a legal status identical or substantially similar to that of marriage for unmarried individuals.

6.07

We favor improvement, strengthening, and simplification of adoption laws, and oppose adoption by homosexuals.

6.08

We believe no-fault divorce laws should be repealed.

6.09

We believe both parents should be held accountable for payment of child support.

6.10

We believe that parents are responsible for their children, and we support the rights of parents to discipline, protect and educate their children.

6.11

We believe the father of a child, born or unborn, has the same rights and responsibilities as the mother in all matters regarding the child, except in the case of rape or incest.

6.12

We believe that an adoption where the natural father is not married to the natural mother may be carried out without the natural father's consent if the natural father is not known or cannot be found following a reasonable effort.

6.13

We support parental rights and oppose the recognition of the United Nations Convention on “The Rights of the Child”.

6.14

We support a parental rights amendment to the United States Constitution that parents have the right to direct the upbringing and education of their children.

6.15

We believe that parents have the right to know what media is being used by their children at Public Libraries. Children should not have access to movies, books, and websites that are not age appropriate.

6.16

We oppose a federal or state-run child care system. Government should not get more involved in child care for our children.

6.17

We believe access to sexually explicit material, especially on the internet, poses a serious threat to our families and children. Therefore we must strengthen and enforce our laws to protect our families and children.

6.18

We call for protection of minors from pornographic and bomb-making sites on the internet in our schools and in our public libraries.

GOVERNMENT

We believe that less government is better government. In the history of civilization there has existed two forms of government, that consisting of “Ruler’s Law” and that consisting of “People’s Law”. Our Founding Fathers gave us a “Republic” that was established on the principles of “People’s Law”. Our government was designed to perform only certain limited functions as spelled out in the Constitution of the United States. Beyond these enumerated functions, it begins a reversal of its properly designated role as the servant and soon becomes the master. Under “People’s Law” we have the authority to correct all abuses and usurpations.

7.01

We believe in retaining the moral absolutes which our founding fathers derived from Judeo-Christian Values as the principal foundation of our laws.

7.02

We resolve that the Constitution of the United States is the authority for the basis of law in this country, as intended by our Founding Fathers not as a “living breathing document.”

7.03

We oppose the proposed North American Union, which would do away with our borders and sovereignty, and we are opposed to the Amero, which would do away with our currency and sovereignty.

7.04

We oppose so-called “World Government” and support full constitutional sovereignty of the U.S.A.

7.05

We reject the “1972 World Heritage Treaty”, which sets up 20 heritage sites within the United States to be governed by a United Nations mandate.

7.06

We oppose any effort to implement Islamic Shariah law in this country.

7.07

We believe in a government limited in size and scope that recognizes its power comes from the citizenry. We believe that many government functions should be eliminated or transferred to the private sector, thus reducing our tax load.

7.08

We oppose statehood for the District of Columbia and Puerto Rico.

7.09

We believe the purpose of the census conducted by the US Census Bureau once every 10 years, is to enumerate US Citizens and to determine their location of permanent residence for the exclusive purpose of allocating congressional representation. It should not count anyone who is not a US Citizen, nor should it be used for the purpose of collecting any additional demographic data.

7.10

We affirm that desecrating the American or state flags is not constitutionally protected free speech, and should be punished accordingly.

7.11

We oppose any regulation or law that would restrict the freedom of speech and the rights of citizens’ groups to communicate with the public about what members of Congress are doing on issues, including alerting citizens to upcoming votes in Congress. We believe it would be a dangerous dereliction of Congress’ constitutional responsibility.

7.12

We oppose the restoration of the “Fairness Doctrine” by congress, the FCC, or the courts, which is nothing more than a pretext to silence conservative radio talk shows.

7.13

We believe that pornography is not included under the protections of the First Amendment.

7.14

We believe that the Second Amendment is an individual right and that the definition of the constitutional term for “militia” is still as recognized in our history to mean the armed citizenry and not the state military national guard.

7.15

We demand full restoration of 2nd Amendment rights and call for a state law authorizing law-abiding citizens to carry firearms, open or concealed, without a permit.

7.16

We call for all states to recognize other states’ right-to-carry gun laws.

7.17

We believe that the IRS should be encumbered with the same burden of proof as other agencies, institutions, and individuals.

7.18

We demand the federal government recognize the Tenth Amendment. We further call for the repeal of all laws and programs not authorized by the U. S. Constitution.

7.19

We call for the reintroduction and ratification of the original 13th Amendment, not the 13th Amendment in today’s Constitution.

7.20

We call for the legal ratification of the 14th Amendment and the clarification of Section I as based upon the author’s intent (Senator Jacob Howard).

7.21

We call for strengthening the rights of private property owners. We call for changes in the current state law to permit involuntary annexations only when the residents in each of the two areas involved approve the annexation by a dual referendum vote.

7.22

We oppose federal or state government taking private property away from the owner for the use of another private party. Eminent domain should be used only for public use, and we call for Congress to overturn the Kelo (Eminent Domain) ruling.

7.23

We support a new amendment to correct Federal abuse of the Commerce Clause: Article 1, Section 8, Clause 3, which states: “To regulate commerce with foreign nations and among the several states, and with the Indian tribes.”

7.24

We call for the repeal of the “Federal Reserve Act” eliminating the Federal Reserve and we support returning to the gold and/or silver standard.

7.25

We oppose a constitutional amendment before Congress titled, “Continuity of Government” that would allow for the appointment of congressional members should any be killed or incapacitated from a terrorist attack.

7.26

We believe no group or individual should be accorded "minority" or protected class status, or given the existing statutory benefits that come with the designation. All American citizens should be treated equally as called for by the Constitution and Declaration of Independence.

7.27

We oppose unconstitutional “hate crime” laws.

7.28

We call on our courts to interpret and apply the First Amendment as the Framers intended. We assert that the phrase, “the separation of church and state” as is commonly used, contradicts the original intent and practice of the Framers of the Constitution. The First Amendment prohibits the establishment of a “state religion” and permits the exercise of religious freedom. Neither the courts nor government agencies should misuse or misunderstand the First Amendment so as to create a barrier to the voluntary expression of religious belief. We advocate freedom of public prayer and religious expression for all.

We support the public display of the Ten Commandments.

7.30

We resolve that church representatives and pastors be allowed to speak on any subject from Scripture, whether moral or political, at any time without disturbing the 501c3 status of the church.

7.31

We oppose further attempts to remove any mention of God from the Pledge of Allegiance, the Declaration of Independence, and other documents from our governmental buildings, monuments or currency.

7.32

We support line item veto power for the President.

7.33

We oppose the appointment of “Czars”.

7.34

We advocate the appointment of judges who respect the sanctity of life and who understand their limited role in government.

7.35

We believe that the judicial branch should not be allowed to interpret law to accommodate certain factions.

7.36

We petition the Supreme Court to reject all foreign amicus briefs seeking to influence American law; to ignore foreign constitutions and laws in interpreting American law and the United States Constitution; to cease citing foreign court rulings for precedence when interpreting American law; and to protect our sovereignty.

7.37

We support requiring a full Senate vote on all judicial nominations within 90 days of being nominated by the President.

7.38

We demand that the U. S. House of Representatives exercise its constitutional responsibility and duty to impeach activist judges who legislate from the bench. We refuse to surrender to judicial tyranny.

7.39

We expect our Congressman and Senators to be present to vote on all bills. If they are unnecessarily absent, we expect them to forfeit a day’s pay for each day missed.

7.40

We believe any member of Congress who is physically unable to be present and unable to perform his duties for a period of 6 months should be required to resign from Congress.

7.41

We believe Congress shall make no law that applies to the citizens of the United States that does not apply equally to the Senators and Representatives; and, Congress shall make no law that applies to Senators and Representatives that does not apply equally to the citizens of the United States.

7.42

We oppose foreign interests employing lobbyists to solicit the Congress of the United States.

7.43

We believe that COLA, which allows Congress to give themselves a raise without ever having to vote, should be eliminated.

7.44

We support abolishing the congressional retirement fund.

7.45

We insist that a candidate prove that he or she meets all requirements for that office prior to being placed in nomination, including proof of United States citizenship.

7.46

We support term limits for state and federal elected officials for a maximum of 12 years in each office, or a total of 18 years if serving in both offices.

7.47

We support development of controls so that foreign governments are never in a position to influence the outcome of an American election.

7.48

We call for a full investigation of the organization formally known as ACORN and its allied organizations, call for full prosecution of any illegalities discovered, and call for elimination of government funding of such organizations.

7.49

We believe that only citizens bearing proper photo ID should be allowed to vote, and that proof of citizenship should be required for absentee voting.

7.50

We oppose same-day voter registration, and support previous Iowa law requiring registration 10 days prior to an election or primary.

7.51

We believe votes cast as a result of same day registrations should be provisional votes and not mixed with regular votes so, should the registration later prove to be invalid, the vote will not be counted.

7.52

We believe ex-felons should not be granted voting rights.

7.53

We believe that the national “Do Not Call Registry” also should apply to political and charity calls.

7.54

We believe English should be the only official language for governmental purposes in Iowa and throughout the United States.

7.55

We call for personal responsibility and decreased dependence on government. We should allow our local communities to solve problems without interference from Des Moines or Washington D.C.

7.56

We call for the Iowa Legislature to change the law so that the State of Iowa would be a referendum, recall, and initiative state, which would allow citizens to petition to allow votes on officials and issues.

7.57

We support public disclosure of the ruling record of any judge running for retention election.

7.58

We believe Iowa and federal legislators should uphold their legislative duties to impeach and remove judges who are not upholding their respective Constitutions.

7.59

We demand that the Iowa Legislature take action to impeach, and to remove from office, judges for legislating from the bench bypassing the Iowa Constitution.

7.60

We oppose consolidation of counties into regional government.

7.61

We oppose the State Highway Patrol being used as a fundraiser for the state.

7.62

We oppose government supported and sponsored gambling.

7.63

We call for a strict halt on any expansion of gambling including casinos, lottery games, and computer gaming such as touch play machines.

HEALTH & HUMAN SERVICES

We believe that healthcare is best provided by the private sector, and that universal or government healthcare will reduce the quality and availability of care. Hospitals, doctors, and other healthcare providers should be accountable to patients--not to politicians, insurance bureaucrats or HMO Administrators. Further, we believe people are healthier, happier and more productive when they have the freedom and responsibility to provide for themselves and their families without government interference.

8.01

We believe health care decisions should be made by the patient and his or her health care professionals without government interference.

8.02

We believe that health care is a privilege and not a right. Therefore we strongly oppose any mandatory national health care system including managed care.

8.03

We support joining the 13 states in filing suit against National Healthcare.

8.04

We object to abortion funding being included in health care legislation.

8.05

We call for the repeal of the national healthcare database.

8.06

We oppose publically funded medical care for illegal aliens.

8.07

We support making any tax breaks currently provided to businesses for health insurance also be made available to all citizens. We also support allowing the current Health Savings Accounts to be funded by all individuals no matter what type of insurance or lack of insurance that they may carry.

8.08

We oppose taxing private insurance policies to pay for federal insurance.

8.09

We believe legislation should be enacted to allow interstate competition among insurance carriers.

8.10

We support insurance portability, coverage of pre-existing conditions through high-risk pools, and access to interstate insurance plans.

8.11

We support medical malpractice reform to set limitations on general damages and reasonable standards for punitive damages.

8.12

We encourage continued private, not public, investment in pioneering science that will result in better treatments to prevent and lessen the toll of chronic disease.

8.13

We support the VALOR Bill (HR 2405 / SF 1963), “Veterans’ Access to Local Healthcare”, which lifts restrictions allows veterans to utilize local hospitals and physicians offices.

8.14

We believe parents should have the right to decide which immunizations or vaccinations their child receives and when they should receive them.

8.15

We believe HIV/AIDS should not be classified or treated any differently than other communicable diseases.

8.16

We encourage decreased dependence upon the government for food, clothing, and shelter, and encourage faith-based and/or non-profit organizations to become more involved in caring for the poor and needy. The current welfare system should be overhauled and incentives for work should replace programs that encourage people not to work. We support new and innovative approaches to encourage and prepare people to get off welfare. We affirm that welfare should be a short-term safety net designed to elevate the recipient to a self-sufficient status.

8.17

We believe, with the eminent failure of Medicare, Medicaid and Social Security, Republicans should take any and all necessary actions to abolish these programs, over time, and replace them with private solutions.

8.18

We believe that in order to receive social security benefits, including SSI, one must have paid in for a minimum of 40 quarters and must be a citizen of the United States, a legal resident, or beneficiary thereof.

8.19

We believe that Iowans have the right to make their own choice when it comes to food choices (e.g. raw milk) without government regulations. (H.F. 2044)

8.20

We believe that eligibility for HAWK-I should be reduced from 3 times poverty level to the poverty level.

8.21

We support Medicare reimbursement equality whereby states receive equal reimbursement for identical services rendered.

8.22

We oppose the legalization of medical marijuana; it is a slippery slope to making it legal for everyone.

HOMELAND SECURITY & IMMIGRATION

We believe that Congress should establish an immigration policy that furthers the cultural, social and economic interests of the United States. A sound immigration policy and vigorous enforcement of immigration law is essential to securing our homeland.

9.01

We believe terrorism is a national security issue and not a law enforcement problem.

9.02

We believe foreign terrorists should be acknowledged as enemy combatants and prosecuted by a military tribunal and not in a criminal court.

9.03

We call for increased resources for human-intelligence capabilities.

9.04

We support the repeal of the Patriot Act.

9.05

We support profiling to identify possible terrorists.

9.06

We believe that our government needs to be able to continue monitoring calls and communiqués from suspected terrorists to people in the U. S.

9.07

We support the continued use of Guantanamo Prison as long as needed.

9.08

We believe that the federal government should reduce the threat of terrorism by securing the United States’ borders at all points of entry, by any means necessary.

9.09

We call for a more efficient procedure for applying for and being granted visas, permanent residency, and work visas be established; but all immigrants must come here legally, and in such a fashion as to not reward illegal behavior. This policy should make assimilation to our society a priority, including, but not limited to, learning to speak English.

9.10

We believe all aliens living and working legally in the United States should be able to speak, read and write English proficiently, and should be required to attend classes until they can do so.

9.11

We call for each immigrant to again be required to have a sponsor for at least two years to assist them in assimilating into the culture and for them to become fluent in the English language. During that period they could not become eligible for any welfare assistance but instead would be the responsibility of the sponsor.

9.12

We call for strict enforcement of existing immigration and naturalization laws. We believe that all city, county, state and federal officials should be required to enforce our immigration laws.

9.13

We insist upon a green card system that can’t be forged. Any aliens found in the United States without a green card or visa shall be deported.

9.14

We believe that bequeathing citizenship to babies born to illegal aliens in the United States is a misinterpretation of the 14th amendment. They are not citizens.

9.15

We call for an immigration policy, not amnesty, that permits us to know who is in our country and where they are living and working.

9.16

We call for an end of government subsidies and incentives that lead aliens to enter the U.S.A. illegally.

9.17

We call for the deportation of all illegal aliens.

9.18

We oppose the granting of amnesty to illegal aliens and the designation of “sanctuary cities.”

9.19

We oppose driver’s licenses for illegal aliens, because they are used as the basis to register to vote.

9.20

We oppose support of any kind (health, education, social services, etc.) for illegal aliens and their dependents.

9.21

We oppose the Totalization Agreement with Mexico. We oppose allowing any illegal aliens to receive social security benefits, and we absolutely oppose creating any facility whatsoever in Mexico to administer such funds to illegal aliens who have returned to Mexico.

9.22

We support the enforcement of e-verification for all Iowa based employers to protect Iowa jobs for Iowa citizens, preventing them from being taken by illegal aliens.

LAW & JUSTICE

We believe the job of government is to uphold the law: to prevent injustice from reigning to protect the free exercise of an individual’s rights (life, liberty, and the right of property) to maintain order, to protect the innocent, to resolve disputes and to punish crime.

Laws are made for men of ordinary understanding and should, therefore, be construed by the ordinary rules of common sense. Their meaning is not to be sought for in metaphysical subtleties which may make anything mean everything or nothing at pleasure. – Thomas Jefferson

10.01

We call for each federal or state legislator who proposes a new law or agency must cite the exact section of the state or federal constitution at the beginning of the bill that empowers the legislature in that area, and must identify sources of funding necessary to implement the bill.

10.02

We oppose unfunded government mandates from Federal to State levels, and State to local levels.

10.03

We believe that each bill should contain only one subject with NO unrelated attachments, and that they be precise, easy to read, and transparent.

10.04

We call on Congress to eliminate the practice of allowing “pork barreling” through earmarking. All expenditures should be open to debate, and public knowledge prior to a vote.

10.05

We believe all legislation shall be written in common language, not legalese.

10.06

We believe all items to be voted upon by any government body should be posted online 120 hours prior to their vote.

10.07

We believe that all laws, federal and state, are to have a 10-year sunset. Each old law must be reintroduced as a new bill.

10.08

We believe that whoever initiates a lawsuit and loses must pay all court costs, attorney fees and be subject to counter suits themselves.

10.09

We believe lawsuits should be limited to actual damages. Punitive damages for exorbitant amounts should be prohibited.

10.10

We believe prisoners should be penalized for filing frivolous lawsuits.

10.11

We believe public university, college, and school buildings should not restrict possession of firearms by those legally possessing a concealed carry permit, as this endangers our children.

10.12

We believe in eliminating restrictions on where a law-abiding, properly licensed, concealed carry permit holder may carry their weapon.

10.13

We support the reinstatement of the “Castle Doctrine”.

10.14

We call on the Iowa legislature to pass a “stand your ground” law similar to that in Florida and several other states.

10.15

We believe that the term “assault weapon” should not be used as a term applicable to a semiautomatic weapon.

10.16

We support repeal of state and federal “hate crimes” legislation.

10.17

We support repealing the smoking ban. We believe this to be an issue of liberty.

10.18

We believe individuals, including juveniles, should be required to make restitution for their crimes.

10.19

We call for reinstating, with proper safeguards, the death penalty for murderers, rapists, kidnappers, and drug dealers with a firm limit of 24 months for appeals and no intrusion of federal authorities.

10.20

We believe a person convicted of driving while intoxicated should never have his record expunged, especially if he has injured or killed someone while driving drunk.

10.21

We call for the federal and state governments to develop and authorize use of an electronic tracking system for sexual offenders.

10.22

We support prison reform including the limitation of prisoner rights and amenities. Inmates should be required to work for their room and board. We favor an overhaul of our penal system to reduce the incidence of gangs, drugs, and weapons within the prison system. Prisoners should be subject to strict codes of dress, personal hygiene, conduct, and free time.

10.23

We support efforts to improve the juvenile justice system. We urge greater parental involvement, more severe consequences for convicted juvenile offenders and adults who condone or facilitate juvenile criminal acts.

10.24

We believe that Christian based organizations should not be discriminated against by restricting them from assisting prisoners in improving their lives and adjusting to society.

10.25

We support the concept that jurors be informed of their Common Law Right and duty to consider both the facts and law in reaching just verdicts.

NATIONAL DEFENSE & FOREIGN POLICY

We believe in our party’s long-standing commitment to a strong national defense. We believe our foreign and domestic policy must, by design, be based upon our own strategic national interests and must always jealously guard our nation’s sovereignty.

11.01

We insist upon a national defense policy and a foreign policy that is in the sole interest of the United States.

11.02

We believe in a strong national defense. We believe that one of the Government’s primary roles is to maintain an adequate military force to secure the borders of the U.S. To accomplish this we believe the U.S. should provide adequate funds to maintain a military force capable of protecting U.S. sovereignty.

11.03

We support retribution for acts of war on the citizens of this great nation. It is to be swift and severe.

11.04

We call for the continued development of weapons that would give our troops an advantage in battle situations.

11.05

We call for the continued deployment of the anti-ballistic-missile defense system and for the updating, retraining, expansion, and reequipping of our nuclear strategic forces. We call for continued research and deployment of strategic missile, rocket, and artillery defense systems. We support the deployment of the newest laser weapon system, recently killed by President Obama.

11.06

We believe the military must step up efforts to identify and deal with terrorists and terrorism. Political correctness should have no influence in the military.

11.07

We continue to strongly support our men and women serving in all branches of the military and all of our troops wherever they are deployed.

11.08

We support “Don’t Ask Don’t Tell.”

11.09

We believe veterans should receive benefits promised and earned.

11.10

We call for the government to support “veteran’s issues”. We believe military veterans should be treated with dignity and respect, and that “veterans services” should be consistent and delivered with equality and fairness across the country.

11.11

We believe that the family and all dependents of any National Guard and Reserve personnel called up for active duty shall receive the same benefits as active duty personnel.

11.12

We believe the United States must not adhere to or abide by any treaties that compromise the sovereignty of the United States or that are prohibited by the Constitution.

11.13

We believe our servicemen should serve only the United States, our Constitution, and the American Flag. We are adamantly opposed to United Nations oversight of our military units, ceding national sovereignty to any foreign body, or to the establishment of a one world government.

11.14

We favor expanding NATO with the countries that have freed themselves from the Soviet Union in order to provide more soldiers in NATO, thus requiring fewer American soldiers needed for peacekeeping operations.

11.15

We call for continued economic and military support for Israel and its right to exist.

11.16

We believe that the United States should abandon “land for peace” pressure from any party or parties against Israel in regards to the Middle Eastern crisis.

11.17

We oppose the export of high technology to terrorist nations or to those that want to develop nuclear weapons.

11.18

We oppose the Law of the Sea Treaty (LOST) which covers seabed mining, navigation, ocean pollution, marine research and economic zones. We are opposed to United Nation’s control of ocean resources and maritime activities. We are opposed to the United Nation’s International Seabed Authority Secretariat which violates free market principles through centralization and gives the United Nation the authority to tax. LOST violates our sovereignty and endangers our national security and economic interests.

11.19

We oppose forgiving the debts of foreign countries without offsetting economic or political considerations.

11.20

We oppose a loan or assessed fees to remodel the United Nation’s building. We want the United States out of the United Nations and the United Nations out of the United States.

NATURAL RESOURCES & ENVIRONMENT

We believe that the environmental policies should reflect sensitivity to sound ecological practices, unbiased scientific standards, risk analysis, national sovereignty, private property rights, common sense, and a realistic view of economic impact. We encourage recycling and other methods of reducing waste volume.

12.01

We support maintaining an environmental policy that protects the rights of humans before animals, insects, and other creatures. We deplore extremist scare tactics not based on scientific evidence.

12.02

We support Iowa laws to ensure clean air, clean water, and safe management of wastes. Law and rules should be based on unbiased scientific research, risk analysis, economic impact and common sense. As a sovereign state we oppose Federal mandates.

12.03

We believe landowners should be allowed to kill predators on their own property; that landowners should have the right to kill deer that are damaging crops and property.

12.04

We affirm that the citizens of Iowa have the freedom to hunt and fish.

12.05

We call for the elimination of the DNR’s ability to create legislative policy.

12.06

We oppose confiscation of private property for environmental protection purposes, and oppose granting the Department of Natural Resources the power of eminent domain.

12.07

We call upon the DNR to enforce sewer and septic laws fairly and evenly across the state and not use selective enforcement.

12.08

We believe the DNR should allow an increased number of in-state deer hunting licenses and encourage a doe to be harvested before a buck can be harvested. We encourage the issuance of more licenses by reducing the cost of out-of-state licenses.

12.09

We believe there should be longer and more hunting seasons to thin the population of deer.

12.10

We support legislation providing a sunset date of Rebuild Iowa and the Water Resource Coordinating Council.

12.11

We believe the EPA should cease giving grants to the National Resources Defense Council and other radical environmentalists’ organizations for the purposes of suing the EPA.

12.12

We strongly oppose the diabolical collusion of the United Nations in establishing the unconstitutional “sustainable development agenda 21” in our local communities, our state and our nation.

TAXES & SPENDING

We believe the government is the problem; therefore, we agree with our Founding fathers that less government is better government. Smaller government equals more liberty, larger government equals less liberty. We support every reasonable effort on the part of all governments and taxpayers to limit taxation and government spending. We believe that the only purpose of taxation is to fund the constitutionally mandated functions of government, not to “redistribute the wealth”, or to fund ever increasing social programs. We believe that social problems are better handled by private groups or benevolent organizations, and not by the government. We should strive to have less government restrictions, fewer government employees and lower taxes. Government produces nothing independent from the resources and labor it diverts from the private sector.

13.01

We demand fiscal responsibility at all levels of government and that government operate within the structure of a balanced budget and without using borrowed or emergency funds.

13.02

We call for spending cuts and tax reduction in order to reduce the size and scope of government.

13.03

We encourage anyone who objects to any tax cut that has been enacted to give as much money as they desire back to the U. S. Government’s general tax fund.

13.04

We oppose any taxes being placed on the United States by the United Nations.

13.05

We support business-friendly policies to improve the state’s economic status. The corporate income tax -- at all levels of government -- should be repealed.

13.06

We believe taxes on businesses should be reduced to stimulate growth and jobs in the private sector.

13.07

We support requiring all tax, fee, or revenue generating legislation to require a 2/3 vote for adoption.

13.08

We support the permanent elimination of the estate, gift, and inheritance taxes, while retaining the step-up in basis to fair market value on the assets in a descendant’s estate.

13.09

We support the abolition of the IRS.

13.10

We support passing “The Fair Tax Act”, HR 25 / S.296.

13.11

We call upon Congress to pass the Tax Limitation/Balanced Budget Amendment immediately.

13.12

We call for Congress to eliminate all taxes on Social Security benefits.

13.13

We call for the permanent repeal of the federal marriage penalty tax.

13.14

We call for the U.S. Congress to make permanent all tax relief enacted since the year 2000, including but not limited to the child tax credits, elimination of the marriage tax penalty, incentives for investment and retirement savings, repeal of the death tax, and reduced tax rates on income, dividends, and capital gains. The Congress should strictly control spending and promptly adopt further tax reductions that will help create more jobs and promote economic recovery and growth.

13.15

We support adoption of a “Taxpayers Bill of Rights Amendment” (TABOR) to the Iowa Constitution which would limit increases in spending and taxing to the growth in population plus inflation.

13.16

We support amending the Iowa Constitution to require a 2/3 vote of both Houses of the Iowa General Assembly to pass any bill that has the effect of raising state individual or corporate income taxes, state sales and use taxes, and fees. We further support amending the Iowa Constitution to limit state general fund spending to no more than 90% of estimated revenue, and to require 2/3 vote of both Houses to spend any of the State’s 10% reserve fund.

13.17

We oppose efforts to take away Iowan’s right to vote on our local option sales tax (SILO) and replace it with a permanent state-wide sales tax which puts school infrastructure funds at great risk of being raided by state government and expands taxation of Iowa small businesses.

13.18

We call for the elimination of the present state income tax to adopt a flat tax.

13.19

We support a repeal of Iowa inheritance, federal estate tax, and gift tax.

13.20

We support giving Iowans a choice of either paying discounted Iowa income taxes at 5.72% of EARNED income (with interest, dividends, pensions, and Social Security being tax-free), or the ability to file on the basis of the current system, whichever is most advantageous to the taxpayer.

13.21

We support the continuation of the Federal Income Tax deduction on the Iowa Income Tax Return.

13.22

We support changing the Iowa Depreciation Schedule to conform to federal tax laws, or to an even more business friendly schedule.

13.23

We call for estate tax exemption and state tax rates to be frozen at 2008 rates.

13.24

We oppose any increase in fuel taxes.

13.25

We object to any special elections being held to raise taxes. Raising taxes should be voted on only at primary or general elections.

13.26

We support a one year moratorium on defeated bond and tax issues before they are brought up for reelection.

13.27

We believe that active duty military personnel, including activated National Guard and activated Reserves, should be exempt from paying state income tax.

13.28

We call for a property tax freeze on one personal residence for taxpayers reaching age 65, unless property taxes decline.

13.29

We believe that those who pay no income taxes should not be entitled to tax rebates.

13.30

We call for no new internet taxes.

13.31

We support balancing the federal budget, and paying down the national debt.

13.32

We call for the prompt adoption of a U.S. Constitutional Amendment to require a balanced budget, and a limitation of federal spending unless an exception is approved by a recorded vote of two-thirds of both houses of Congress with the President's approval. We oppose "balancing budgets" by raising taxes, but rather call for cutting spending, especially on programs which are not authorized by Article 1, Section 8 of the Constitution.

13.33

We call for elimination of baseline budgeting and call for all government agencies to operate on actual and real budgets.

13.34

We believe that there should be included within the budget money allocated to retire the national debt.

13.35

We support a full and exhaustive annual audit of the Federal Reserve’s books; as stated in federal bills HR1207 and S604.

13.36

We call for an amendment to give the President of the United States the power to line item veto appropriations bills.

13.37

We call for the elimination of the Endowment to the Arts.

13.38

We call for each appropriation law to have a “sunset clause” for time and appropriated amount.

13.39

We oppose the use of public revenues for abortion and call for elimination of government funding for organizations which advocate or support abortion.

13.40

We strongly oppose government monies being given to private organizations, such as Planned Parenthood, AARP, ACORN, ACLU, and other citizen groups.

13.41

We oppose any future increase in the Iowa or national debt. We support a balanced budget at state and federal levels through significant cuts in spending and taxes.

13.42

We support cutting State spending by a minimum of 20%, and we need to rank the services in the order they are most needed, and cut from the bottom up, so that we fully fund needed programs.

13.43

We support the coordinating of submission dates of budgets, so that school, city, and county budgets have the same date.

13.44

We insist that state agencies account for all tax money spent before increasing their budget for the next fiscal year.

13.45

We demand the Iowa Legislature to resist any attempts to use the Iowa Public Employee Retirement System Fund for any purpose other than providing retirement benefits for public employees.

REPUBLICAN PARTY

14.01

We call for the Republican Party to lead whenever it has the majority and to oppose the other party’s leadership when it does not serve the interests of the voters.

14.02

We call upon the Republican candidate for President, if elected, to veto any and all earmarks and/or pork-barrel projects.

14.03

We call for the Iowa Republican Party to establish a long term goal of simplification and reform of the state tax system.

14.04

We call for the Republican Party to continue its support of lower taxes, reduced government spending, smaller government, and the elimination of government waste and fraud.

14.05

We encourage all Republicans to check the Republican box on their state income tax form.

14.06

We support keeping Iowa’s “First in the Nation” caucus status.

14.07

We insist that the Republican Party and its candidates stand for honesty and integrity in all political advertising.

14.08

We expect political campaigns to be conducted in a positive and truthful manner.

14.09

We reaffirm that the Republican National Committee and the Republican Party of Iowa and its officers should remain neutral in all contested primaries.

14.10

We require each duly nominated candidate that won their primary to sign the State platform once passed, and agree with 80% of the planks in order to receive state party funding.

14.11

We believe candidates running as Republicans for any local or state office should be required to complete and return to the Republican Party of Iowa a signed questionnaire indicating whether the candidate agrees, disagrees or is undecided about each plank of the current party platform.
